Slovakia: Parliament Fails to Act After Murder of Woman by Stalker

After the murder this summer of a woman by a stalker who was an outpatient from a psychiatric hospital, Slovakia's national parliament has twice failed to move forward with discussions to amend laws on the supervision of persons under outpatient protective treatment, despite widespread interest in this case.  A third attempt to proceed with parliamentary discussions was scheduled for September 8.  While the European Union adopted new directives this summer addressing violence against women and domestic violence, Slovakia is one of only six member states that have refused to ratify the Istanbul Convention aimed at combating volence against women and domestic violence.
