The agreement itself, the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, was published in 2001. It discusses the overlap between small arms and the lives of women and children. (UN Document A/CONF.192/15, I.6.) The document lays out methods of preventing, combating and eradicating the trade at national, regional, and international levels.
Other topics in the 2008 report include illicit brokering and the management and disposal of stockpiled weapons.
